The scarce half you already have
You know which consumption is fixed, which is product-driven and which is somebody leaving a compressor on. Separating those three is the whole modelling problem, and it needs plant knowledge, not statistics.
What your project would be
A consumption model per line or utility that flags deviation against expected demand for the product being run, in time for the shift to act.
